Ahmed Qorei--Collaborator?

AFP reports:

Palestinian security forces foiled 48 attempted attacks against Israeli targets last month, prime minister Ahmed Qorei said as US Secretary of State
Condoleezza Rice was due in the region on a new peace push.


"Palestinian security forces last month foiled 48 attempted attacks against Israeli targets. This is because Palestinian security is making a 100 percent effort," Qorei told reporters on Sunday.
Why is Qorei announcing this now? The article hints at 2 possibilities (in addition to Rice's impending visit):

1. "He was speaking ahead of talks with the foreign ministers of Hungary and Norway, Ferenc Somogyi and Jonas Gahr Stoere."

2. "Qorei's administration is due to step down in any case on November 24 ahead of legislative elections in January."

What the article does not cover is:

1. What are the names of these terrorists?
2. What terrorist groups do they belong to?
3. What was done with these terrorists? (Were they arrested? Were they imprisoned? Are they still in prison? Were they just warned to cool it for a while?)

And what happens to the people who uncovered the plots? Are they considered collaborators? heroes?
